The Honorable Vern Buchanan
16th Congressional District of Florida

Washington, DC 20515
Dear Chairman Buchanan,
On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens (AMAC), with over 2 million members nationwide, I write to offer our strong support for your bipartisan legislation, H.R. 5347, the Healthcare Efficiency Through Flexibility Act.
As a leading voice for America’s seniors, we are deeply concerned about the increasing administrative burdens placed on the very providers who care for our aging population. The Centers for Medicare & Medicaid Services’ (CMS) proposed mandate requiring Accountable Care Organizations (ACOs) to prematurely adopt electronic Clinical Quality Measures (eCQMs) is a prime example of bureaucratic overreach that threatens to disrupt care, raise costs, and drive smaller practices out of Medicare altogether.
We commend you and the Ways and Means Committee for taking decisive action to delay the implementation of this short-sighted rule. The Healthcare Efficiency Through Flexibility Act rightly recognizes that meaningful healthcare reform must prioritize patients over paperwork and ensure that transitions to digital systems are practical, affordable, and permanent.
Your leadership on the Health Subcommittee continues to demonstrate a deep commitment to protecting the Medicare program for current and future generations. By reducing bureaucratic red tape and allowing ACOs the time and flexibility they need to adapt responsibly, your bill protects both seniors’ access to care and the providers they trust.
Seniors deserve a Medicare system that works for them, not against the doctors and providers they rely on. Thank you on behalf of AMAC Action for your leadership on this important issue.
Sincerely,
Andrew J. Mangione Jr.
Senior Vice President
