Dear Congressman Issa,
On behalf of AMAC Action, the advocacy affiliate of the Association of Mature American Citizens – with over 2 million members nationwide, I am writing to express our strong support for the Litigation Transparency Act of 2025 (HR 1109). As an organization representing millions of seniors across this country, we are deeply concerned about the increasing influence of third-party litigation financing and its negative impact on both the judicial system and the American economy.
As you are aware, third-party litigation funding is a rapidly growing practice in which undisclosed financiers, including hedge funds, sovereign wealth funds, and commercial lenders, fund civil lawsuits in exchange for a potential share of any awarded settlements. This practice has raised serious concerns, particularly in patent litigation, where investor-backed entities often engage in aggressive tactics that undermine the innovation and entrepreneurial spirit that have made America the global leader in technology and business.
The Litigation Transparency Act will shine much-needed light on this hidden practice by requiring full disclosure of all third-party financiers involved in civil lawsuits. By exposing these backers, the bill will help ensure fairness in the legal process and protect American businesses, consumers, and workers from the rising costs and potential abuses associated with secretive litigation funding. This reform is particularly important to our members, many of whom are on fixed incomes and cannot afford the increasing financial burdens imposed by unchecked litigation practices.
At a time when the integrity of our courts is more important than ever, we commend your leadership in tackling this
issue head-on. Your legislation will help restore confidence in our judicial system and protect the interests of American seniors, who are often the most vulnerable to the rising tide of costly and frivolous litigation.
